Perhaps it's something to do with London almost being this point of climax in the UK, where things manifest in more extreme ways (for better or for worse) in reaction to the heightened intensity of the city?
Or that London is this place where, especially from my experience, young people are trying to get to, whereas Birmingham is a temporary stop on the journey elsewhere, giving Birmingham's communities this fleeting impermanence?
